Rural Land Administration and Use Directorate

The Rural Land Administration and Use Directorate of the Somali Regional State is responsible for strengthening rural land governance and promoting the sustainable utilization of land resources across the region. The directorate works to improve land tenure security by ensuring clear land rights, proper land registration, and transparent land administration systems that support rural development and social stability.

The directorate also focuses on raising public awareness of land rights and responsibilities, helping rural communities understand legal land use practices and prevent land-related conflicts. Through policy guidance, planning, and coordination, it supports equitable access to land and sustainable land management practices that protect natural resources while enhancing livelihoods.

In addition, the directorate strengthens the institutional and technical capacity of regional and woreda-level rural land administration offices. By improving systems, skills, and service delivery, the directorate contributes to effective land administration, sustainable land use, and long-term economic and environmental resilience in the Somali Regional State.

Mandate & Responsibilities

Legal authority and core functions of the Rural Land Administration & Use Directorate

The Directorate enacts and implements rural land administration and land use policies, proclamations, regulations, and directives in accordance with regional laws.

The Directorate leads rural land registration and certification, including first- and second-level certification, to ensure secure and recognized landholding rights.

The Directorate works to strengthen land tenure security for pastoral and agro-pastoral communities and reduce land-related disputes and social conflicts.

The Directorate develops and implements participatory rural land use plans, including land classification for agriculture, grazing, forests, and other land uses.

The Directorate strengthens institutional capacity through training and the use of GIS, LIS, and other land information systems to improve land administration services.

The Directorate implements land expropriation and compensation processes when land is required for public use, in line with regional laws and guidelines.

  • Kebele application form signed by the Kebele Administration Committee

  • Official letter from the District indicating landowner name, area (hectares), neighboring borders, and GPS (UTM) coordinates

  • Valid ID card

  • Two recent passport-size photographs

  • Proof of land tax payment (voucher/receipt)

  • Official minutes signed by the Woreda Administration Committee

  • GPS land measurement conducted in the presence of neighboring landholders

For investors applying for a Temporary Agricultural Certificate for agricultural land use.

  • Kebele application form signed by the Kebele Administration Committee

  • Official letter from the Regional Investment Board stating investor name, land size, zone, and woreda

  • Valid investment permit

  • Renewed TIN (Tax Identification Number)

  • Renewed business license

  • Proof of land tax payment in accordance with SRS proclamation

  • Official letter from the District indicating land details and GPS (UTM) coordinates

  • Valid ID card or passport

  • Two passport-size photographs

  • Approved business plan

  • Official minutes signed by the Woreda Administration Committee

For cooperatives applying for a Temporary Agricultural Certificate for collective agricultural land

  • Kebele application form signed by the Kebele Administration Committee

  • Official letter from the District stating cooperative name, land area, neighboring borders, and GPS (UTM) coordinates

  • Renewed cooperative registration certificate

  • Renewed TIN number

  • Renewed cooperative license

  • Proof of land tax payment

  • Valid ID cards of cooperative management committee members

  • Two passport-size photographs

  • Approved cooperative business plan

  • Official minutes signed by the Woreda Administration Committee

For family or household rural landholders applying for a Temporary Agricultural Certificate.

  • Kebele application form signed by the Kebele Administration Committee

  • Official letter from the Woreda indicating:

    • Head of household name

    • Total land area (hectares)

    • Neighboring landholders and boundaries

  • Household ID cards (head of family)

  • Two (2) passport-size photographs

  • Tax payment receipt as per current regional proclamation

  • GPS coordinates (UTM) collected on-site in the presence of neighbors

  • Official minutes signed by the Woreda Administration Committee

  • Any additional legal evidence (court decision, inheritance confirmation, if applicable)

Important Notes 
  • All applications must be submitted with original documents; photocopies alone are not accepted

  • Applications without official stamp and signature are not valid

  • Land under dispute, inheritance conflict, or unresolved claims cannot be registered

  • GPS data collection is the responsibility of the Rural Land Administration & Use Directorate

  • Woreda letters must be signed only by the authorized Woreda Head or Office Head

  • Gender equality principles must be respected in land registration and certification

  • Any false declaration or incorrect documentation carries legal responsibility
